 The best time of the year to visit Antarctica is during the summer months of December to March. The weather is much better during this period as compared to the rest of the year. Plus, you get to experience how it feels like to have the sun shining down on you 20 hours of the day, not to mention a the opportunity to see a midnight sun.

This rule defines the term power mobility devices (PMDs) as medicare power wheelchairs and power operated vehicles (POVs or medical scooters). It sets forth revised conditions for Medicare payment of PMDs and defines who may prescribe PMDs. This rule also requires a face-to-face examination of the beneficiary by the physician or treating practitioner and a PMD prescription and pertinent parts of the medical record that the durable medical equipment supplier maintains in records and makes available to CMS or its agents upon request. Finally, this rule discusses CMS’ policy on documentation that may be requested by CMS or its agents to support a Medicare claim for payment, as well as the elimination for the Certificate of Medical Necessity for PMDs.

 Menorca is traditionally seen as the quietest of Spain’s Balearic Islands, and is often seen as the ideal holiday destination for families with children, and for those who like a bit of peace and quiet.

But Menorca is a beautiful island, and although many sightseeing companies give excellent guided tours, showing Menorca’s history and places of beauty, there’s a lot of places that a bus cannot access and isn’t seen by holidaymakers.

But that’s all about to change…

For the first time Menorca is to have guided tours on mountain bikes, led by members of the recognised Mountain Bike Instructors Award Scheme. Neighbouring Balearic Islands already have plenty of cycle trails and companies offering biking tours, and this initiative is a welcome addition to Menorca’s holiday attractions for visitors.

Exploring Menorca’s countryside and coastline with someone who knows the island and is professionally qualified will allow holidaymakers to see far more than tourists normally can, and to discover parts of Menorca that would often never be seen.

The company plans to offer Menorca holidaymakers three choices for all day tours of the island - a 65km tour of the left hand side of Menorca, a 62km tour of the middle of the island, and a 68 km tour of the right hand side of the island.

Sound too much? For those who are perhaps not in the best of health and fancy something a little less arduous the good news is that the bike company have put together no less than five alternatives so the island’s bike experience can still be enjoyed, with all five tours starting from the capital of Menorca, Mahon.

A typical example of one of the tours from Mahon starts with a leisurely ride to the harbourside, and then along the northern edge of the port to reach the impressive stone fortifications of La Mola.

The trip continues on to Es Castell town, through walled country lanes to Noria Riera, Binisaida and Cala San Esteban.

Mahon itself has quite a few good hotels and plenty of excellent restaurants, clubs and bars.

Taking a bike tour is just one of the many activities available for holidaymakers on the island, and could prove to be popular.

Other outdoor activities including horse riding and golf. Son Parc is a large resort featuring an eighteen hole golf course. Son Parc is home to the only golf course on the island with a practice range and instructors for new golfers.

Menorca might be known as a quiet island, but for those who want activity while on holiday, the island can offer plenty for 2009.

 The more famous tourist beaches can be found around the southern coastlines of the island. The most famous of these southern beaches are Paradise and Super Paradise. These are beautiful beaches suited for young clubbers. The beach setting is very much like paradise but not the type of paradise for a fun family picnic. There is music blaring from huge speakers. Partying with the waves and the sand goes on around the clock during the high season. A lot of obscene dancing is done by scantily clad gorgeous dancers. If you are looking to build a sand castle on the beach, this is not the place!

Both these paradise-like beaches are nudist friendly. Less people visit Super Paradise during the day time. The left side of the beach is usually dedicated to dancers while the right side is mostly for nudists and the gay.

A quick travel north east from the Super Paradise coast, will take you to the lovely and quiet cove of Agrari and to the east of this cove is Elia Beach. The longest beach, Elia Beach, is beautiful yet frenzy-filled. The Watermania at Elia is a family-friendly water park with plenty of aqua activities, dancing and music.

Other beaches suited for the family are available along the west of Paradise. Ornos is a great beach about two and a half kilometers south of Mykonos Town and Psarou is another great beach from where you can launch your water sport adventures. A wide range of activities such as water skiing, windsurfing and diving equipment is available for you to take an adventurous dip.

A convenient and quiet beach would be the town beach located in the middle of Hora and the ferry port. Although it is not an exciting place, it is a great place for a quiet swim. The next available sets of beaches which are closes to the town are towards the north. Tourlos is just two kilometers away and Agios Stefanos is a further two kilometers north. Both can be quiet during the off season, but will get crowded between June and September.

Windsurfers can take shelter in the northern beaches in Panormas Bay. The aggressive “meltemi” north wind makes it a great place for windsurfing and a less fun place for swimmers or other beach goers. Panormos and Ayios Sostios have very little tourist facilities and so are better for beach lover who just want to have some quiet “beach time.”

When in Mykonos make sure you pay visit to Super Paradise Mykonos Beach Bar Club for an unforgetable time.

Epidemiology of Medicare abuse: the example of power wheelchairs.

OBJECTIVES: To determine the effect of neighborhood ethnic composition on medical scooters prescriptions. DESIGN: The 5% noncancer sample of Medicare recipients in the Surveillance, Epidemiology and End Results (SEER)-Medicare linked database, from 1994 to 2001. SETTING: SEER regions. PARTICIPANTS: Individuals covered by Medicare living in SEER regions without a cancer diagnosis. MEASUREMENTS: Individual characteristics (age, sex, ethnicity, justifying diagnosis, and comorbidity), primary diagnoses, neighborhood characteristics (percentage black, percentage Hispanic, percentage with <12 years education, and median income), and SEER region. RESULTS: The rate of power wheelchair prescriptions was 33 times greater in 2001 than in 1994, with a shift over time from justifying diagnoses more closely tied to mobility impairment, such as strokes, to less-specific medical diagnoses, such as osteoarthritis. In multilevel, multivariate analyses, individuals living in neighborhoods with higher percentages of blacks or Hispanics were more likely to receive power wheelchairs (odds ratios=1.09 for each 10% increase in black residents and 1.23 for each 10% increase in Hispanic residents) after controlling for ethnicity and other characteristics at the individual level. CONCLUSION: These results support allegations that marketers promoting power wheelchairs and handicap scooters have specifically targeted minority neighborhoods
